Date and place of birth: 05.05.1975, YakutskGraduated from the Teachers' training Institute under Ammosov Yakutsk State University named with the qualification of "Social educator" (2000), the Russian Academy of Public Administration with a specialism in state and municipal administration.
Between 1994 and 2001, he worked as a teacher at secondary schools in Yakutsk.
For two years (2001-2002), he worked in the Interdepartmental Executive Directorate for State Support of the Movement for a Healthy Lifestyle in the Republic of Sakha (Yakutia).
He held the post of Chief Specialist in the Committee on Family and Childhood Affairs under the President of the Republic in 2002 and 2003.
From 2003 through 2009, he was the first Deputy Minister for Youth Policy, then he was appointed the first Deputy Minister for Science and Vocational Education of the Republic of Sakha.
From 2010 through 2014 he served as Vice-President of the Republic of Sakha.
He was the Minister for Vocational Education, Training and Staff deployment in the Republic of Sakha between 2014 and 2016.
Since 2016 - Deputy General Director for the implementation of the regional standard of human resourcing for industrial growth of the Union "Young Professionals (Worldskills Russia)".
In March 2020 was appointed Deputy Minister of Education in Russian Federation. In May of the same year, he became the first Deputy Minister.
In May 2021, he held the position of Deputy Director General in the Agency for Strategic Initiatives.
In November 2021, he was appointed Acting Rector of N.P. Ogarev Mordovia State University.
Holder of PhD in Pedagogical Sciences, his dissertation’s title: "Forming attitudes orientating adolescent learners for sound creative activities" (defended in 2003).
