The type of this document depends on the international student’s original citizenship: — Visa-free: foreigners need only a migration card for the purpose of entry. — 

-Visa aliens: foreigners need a study visa. In other words, foreign applicants and students come to Russia as temporary foreigners. And this legal status has its limitations — you need to monitor the documents and their validity, extend and re-register with each academic year.

But from January 1, 2023, students can join to a new legal status for the duration of their studies, and receive a simplified temporary residence permit in Russia (RVPO).

The Head of State signed Federal Law No. 357-FZ of July 14, 2022, which establishes a special regime for foreign citizens and stateless persons studying full-time in state educational or scientific organizations on the territory of Russia.

Permission for foreigners studying under state-accredited bachelor’s, specialist’s, master’s, residency, assistantship-internship programs or under the program for the training of scientific and scientific-pedagogical personnel in graduate school is issued for the period of mastering the relevant program by a foreign citizen and 180 days after the last day of the study period.

The processing time for documents is two months. In addition, those who have received a temporary residence permit on the basis of training are exempt from the annual notice of residence in the Russian Federation.
